Yacht Club1 Rules
The regatta will be governed by the International Yacht Racing Rules;
the class rules , (except as any of these are altered by these sailing
instructions) and by these sailing instructions. The regatta is designated
Category C.
2 Entries
2.1 Eligible yachts may be entered by completing registration
with the organising authority. Eligible competitors shall be bound
as specified in the Notice of Race.
2.2 It is the prerogative of the race committee to classify any boat sailing around the starting line close to start time as a competitor.
3 Notices to Competitors
Notices to competitors will be posted on the official notice board[s]
located near the restrooms of the TLYC.
4 Changes in Sailing Instructions
Any changes in the sailing instructions will be posted at least one
hour before they will take effect.
5 Signals
5.1 Signals made ashore will be displayed at the main flagstaff.
5.2 Code flag ‘AP’ with two sound signals (one sound signal when lowered) means ‘The race is postponed. The warning signal will be made not less than one minute after ‘AP’ is lowered.’
5.3 If a green flag is flown from the flagstaff, it means all marks are to starboard.
5.4 If a “W” flag is flown it means the course will be “windward / leeward”
two times around.
5.6 Code flag “y” indicates that all participants must wear life
jackets. Failure to do so will result in disqualification.
6 Schedule of Races
6.1 Races are scheduled as stated on the notice board or in the Hobie
News.
6.2 There will be a maximum of five races per day. The first race is
scheduled at 9:30 am
7 Racing Area
The racing area will be Taal Lake.
9 The Courses

9.3 Other courses may be announced by the Race Committee.
10 Marks
Marks will be bamboo poles with flags on them except where islands
or bouys may be used. The starting and finishing marks will be bouys.
11 The Start
11.1 Races will be started in accordance with RRS Rule 26 System 1.
Classes will start at 5 minute intervals in the order
Fleet A
Fleet B
The warning will be 10 minutes before the start, at which time, the
class flag will be raised.
A predominantly blue flag or shape will be raised at the preparatory
signal, 5 mins before the start.
The class flag, will be lowered at the start for that class.
The Prep signal will be lowered with the class flag when the last class
starts.
11.2 The starting/finish line will be between the main flagstaff on shore and a Mark 75 -150 meters offshore, unlesss a starting boat is on station flying a race committee flag.
11.3 If a starting boat is on station, it will fly a race committee flag. The starting line will be between it’s mainmast and a Mark.
11.4 A yacht shall not start later than five minutes after her starting signal.
11.5 The Race Committee may decide to use an inner distance mark for the start/ finish line, approximately 50 metres off shore and yachts shall pass between the outer and inner distance marks when approaching the line to start or starting, or passing through the gate, or finishing. The start/finish line remains the line between the starting mark, or the main flagstaff (or the starting boat flying an RC flag).
11.6 Boats/crew still on shore, or standing holding boats, 1 minute before the start of the class, will be scored DNS unless the start is specifically a beach start.
11.7 The starting penalties of RRS 30 may be applied at the start at the discretion of the Race Officer.
12 Recalls
12.1 Recalls will be signalled in accordance with rule 29.
13 Code ‘Z’
A black, yellow blue and red signal flag, displayed before or with
the preparatory signal Means: When any part of a yacht’s hull, crew or
equipment is identified within the triangle formed by both ends of the
starting line and the position of the first mark during the last minute
before a starting signal, that yacht shall receive a scoring penalty of
4 places applied to that race.
14 Change of Course after the Start
14.1 When changing the course after the start, the race committee will
lay a new mark and will lift the original mark as soon as practicable.
Any mark to berounded after rounding the new mark may be relocated to maintain
the original course configuration.
14.2 A change of course will be signalled near the mark beginning the leg being changed by a race committee boat that will display Code flag ‘C’ and hail the approximate compass bearing to the new mark and make a sound signal periodically. The change will be signalled before the leading yacht has begun the leg, although the new mark may not yet be in position.
14.3 When in a subsequent change of course a new mark is replaced, it will be replaced with an original mark.
15 The Finish
The finishing line will be between the main flagstaff and a Mark of
the course or the starting mark , unless a race committee boat is
used, in which case it will be between the mainmast of the boat and a mark
of the course or the starting mark.
16 Time Limit
16.1 The time limit for the first yacht will be 45 minutes.
16.2 The finish line for a class will remain open for 15 minutes after
the finish of the first yacht. Yachts finishing outside these limits may
be scored “DNF” or the RC may opt to score the yachts in the order
in which they are placed around the course.
17 Protests
17.1 Protest shall be written on forms available at the Race Committee
desk and lodged there within half an hour after the time of the yacht’s
finish for the last race of that day.
17.2 The jury will hear protests in approximately the order of receipt
as soon as possible.
17.3 Protest notices will be posted within 30 minutes of the protest time limit to inform competitors where and when there is a hearing in which they are parties to a protest or named as witness.
17.4 Decisions of the jury will be final.
17.5 Any Protest form submitted to the Jury must be accompanied by one case of cold beer which is non-refundable, or 4 cold beers per competitor in the series, whichever is greater.
17.6 The race committee may protest a competitor for unsportsmanlike conduct or other rule infringements.
18 Scoring
18.1 The low-point scoring System RRS Appendix A will apply except
that the yacht finishing in 1st place will be awarded 0.75 points. This
amends RRS Appendix A2.2.
18.2 Ties will be resolved in accordance with RRS Appendix A
18.3 The points from each competitors 4 best races in a series will determine the Competitors score.
19 Alternative Penalties
Appendix B1 of the racing rules, will apply, except that for multihull
classes, 720 will be replaced with 360.
20 Radio Communication
A yacht shall neither make radio transmissions while racing nor receive
special radio communications not available to all yachts.
21. Weight limits.
For Hobie 16s, minimum combined crew weight is set at 265 lbs for class
A and no limits for class B.
22. Class A and B for H16 Eligibility
It is the prerogative of the race committee to allow competitors to
race in class B. Anyone may race in class A.

The above official sailing/racing instructions are meant to be for serious regattas such as the National Championships. We must have proper rules, so the above were formulated. If you are new to Racing at TLYC however, you may not notice the different "Fudge factors that have been built into our rules. These were built in, to allow flexibility, yet never stray from correct internationally accepted practices.
Schedule : Races are every first
Sunday of the month, with very few exceptions. The official schedule

Start times : It's rare that the races start on time (9:30 AM), but that's OK, because the AP flag goes up, and since almost all races are started from shore, you'll see the AP flag up, and you'll know its a "race day"
Protests: We realize that it is important to abide by the rules, but hey, Getting a protest committee together is work. So, if you want to protest, it's going to cost you a case of beer (see 17.5). Needless to say, we don't have many niusance protests.
